Issues concerning agriculture, countryside and farmers have always been overall problems for the social and economic development in China.According to the demand of balancing urban and rural economic development and adhering to the combination of the goverment cooperating and market system functioning, the effective connection of agriculture, countryside and farmers with market should be speeded up, the construction of circulation system of modern market in the countryside should be strongly forged ahead and the developing ability of agriculture, countryside and farmers should be primarily enhanced, which is the breakthrough point of resolving the issues concerning agriculture, countryside and farmers under the new situation and also the important material base for quickening agricultural modernization and the rural economic development in China.
